Adoption, Education, Health, Kinship/Guardianship, Older Youth, Training, Tribal 07/09/2010 ACF-CB-PI-10-11 The purpose of this Program Instruction (PI) is to provide title IV-E agencies comprehensive information on the provisions of titles IV-B and IV-E as a result of the amendments made by the Fostering Connections to Success and Increasing Adoptions Act of 2008, P.L. 110-351. In addition to providing new guidance on the option for a title IV-E agency to extend assistance for the foster care maintenance, adoption assistance, and/or kinship guardianship programs to an eligible youth age 18 and older up to age 21, this instruction provides additional guidance on the other provisions of P.L. 110-351 and the flexibilities afforded to a title IV-E agency in complying with the law. This instruction also provides instruction on changes to the titles IV-B/IV-E plan requirements as a result of the Patient Protection and Affordable Care Act (P.L. 111-148).
Adoption 09/01/2009 Adoption Incentives Program Grantees States that received 2009 Incentive Awards
Adoption 01/10/2012 ACF-CB-PI-11-07 H.R. 2883, the Child and Family Services Improvement and Innovation Act, reauthorized title IV-B of the Social Security Act, effective October 1, 2011. Among other things, the new law amends case plan and case review system requirements and the Adoption Assistance Program reinvestment requirements in title IV-E of the Social Security Act. Below, please find links to ACYF-CB-PI-11-07 which contains changes to the title IV-E plan requirements as a result of H.R. 2883 and a title IV-E plan amendment that incorporates the new statutory requirements. Please note that title IV-E agencies are required to submit the plan amendment to the appropriate Children’s Bureau Regional Program Manager for approval no later than January 31, 2012.

Health 06/10/2010 ACF-CB-PI-10-10 The President signed the Patient Protection and Affordable Care Act (P.L. 111-148) on March 23, 2010. The law amended three sections of titles IV-B and IV-E of the Act to ensure that children receiving independent living services and/or education and training vouchers and those who are aging out of foster care have information and education about the importance of having a health care power of attorney or health care proxy and to provide the youth with the option to execute such a document.
